The visiting delegation was led by Sweden's Ambassador to the Council of Europe Per Sjögren. The Heritage MPs presented their approaches onto the current post-election state of affairs in Armenia and suggested some possible avenues for resolving this tense situation.

The parties also discussed the Constitutional Court's "state of emergency" judgment on the presidential elections, the imperative for an impartial and thorough investigation of the tragic events of March 1, the need for reforms in the country's legislative field which currently curtails the protection of human rights and fundamental freedoms, and the duty to defend the rights of those who are imprisoned because of their political views. The Heritage parliamentarians also underscored those courses of action which must be taken in order to settle the present legal-political crisis, as manifested in the party's recent public statements.

The same day, Raffi K. Hovannisian, leader of Heritage's parliamentary group and member of Armenia's delegation to the Parliamentary Assembly of the Council of Europe (PACE), also held an official meeting with the Ago Group. The interlocutors emphasized the necessity for Armenia to carry out its commitments to the Council of Europe and, more specifically, to eliminate the legal and political arbitrariness applied against its own citizens on the way to delivering the nation to a truly democratic future.

Raffi Hovannisian also received Bulgarian Ambassador Todor Marinov Staykov at the National Assembly and, later in the day, conducted a separate meeting with the United Kingdom's Ambassador Charles Lonsdale.artmikahttps://www.blogger.com/profile/11207317653711435445noreply@blogger.comtag:blogger.com,1999:blog-4331396433182434044.post-48452926921368228872008-04-01T12:14:00.000+01:002008-04-01T12:14:00.000+01:00Agree, especially with its emphasis on ill-treatme...Agree, especially with its emphasis on ill-treatment of prisoners and release of all politically motivated detainees.

What makes this statement stand out, however, from all previous similar ones is that European influential monitoring group effectively - in the most straightforward way so far - acknowledged the fact of political prisoners in Armenia and in a strongly worded statement demanded their release. Also, it effectively acknowledges that keys for defusing political crisis in Armenia are in the hands of Armenian government now. Unless they stop any further repressions and restrictions of civil liberties and release political prisoners, it would be hard to believe in their voiced “readiness” to engage in a political dialogue with the opposition.

Another very important point that unlike PACE proposal, the Ago group does not specifically call for the acknowledgement of Constitutional Court decision by the opposition, but rather consider it as a part of a package deal which may come out of the political dialogue. It is very important to start a dialogue without this sort of preconditions. The only preconditions should be no more repressions and release of political prisoners. That will create necessary atmosphere for a start of political dialogue to find a way out of this crisis (e.g. based on Dallakyan proposal or others).artmikahttps://www.blogger.com/profile/11207317653711435445noreply@blogger.comtag:blogger.com,1999:blog-4331396433182434044.post-81382970289107867432008-04-01T03:01:00.000+01:002008-04-01T03:01:00.000+01:00This seems to be more in line with the recommendat...This seems to be more in line with the recommendations of the Commissioner for Human Rights of the Council of Europe from March 20, 2008.tzitzernakhttps://www.blogger.com/profile/13046368717767096867noreply@blogger.com
