Open Letter: Over 100 Armenian organizations, prominent persons call for legal reforms to address LGBT community discrimination in Armenia

Հայկական կազմակերպությունները, ճանաչված անձինք կոչ են անում իրավական բարեփոխումներ իրականացնել ԼԳԲՏ համայնքի խտրականության դեմ

ՀՀԿառավարությունը պետք է անդրադառնա անպատժելիության, անհանդուրժողականության, անհավասարության մթնոլորտին

(Նյու Յորք, օգոստոսի 20, 2018 թ.) — Ավելի քան 100 հայկական կազմակերպություններ և հայտնի անձինք այսօր բաց նամակ են գրել Հայաստանի կառավարությանը, ինչպես նաև հայկական քաղաքական կուսակցություններին, միջազգային կազմակերպություններին և եկեղեցիներին՝ կոչ անելով նրանց դատապարտել վերջերս տեղի ունեցած ԼԳԲՏ ակտիվիստների դեմ հարձակումները և աջակցել Հայաստանում ԼԳԲՏ անձանց հավասարության, նրանց նկատմամբ խտրականությունը դադարեցնելու օրենսդրական և քաղաքական բարեփոխումներին:

«Հայաստանի կառավարությունը պետք է շտապ քայլեր ձեռնարկի այն քաղաքականության, օրենքների և սոցիալ-քաղաքական մթնոլորտի փոփոխման ուղղությամբ, որոնք շարունակում են խթանել Հայաստանի ԼԳԲՏ համայնքի նկատմամբ անհանդուրժողականությունն ու բռնությունը»,- ասում է գրող Նենսի Կրիկորյանը: «Առանց հստակ օրենսդրական, քաղաքական բարեփոխումների և կրթական ծրագրի, նման հարձակումները կշարունակվեն և Հայաստանի կառավարությունը չի կարող պաշտպանել ԼԳԲՏ համայնքը բռնությունից ու խտրականությունից»:

Կառավարությանն ուղղված նամակի համար առիթ հանդիսացավ վերջերս Հայաստանի Սյունիքի մարզի Շուռնուխ գյուղում օգոստոսի 3-ին տեղի ունեցած հարձակումը ինը հոգու վրա, որոնց մեջ կային նաև ԼԳԲՏ ակտիվիստներ: Հարձակումը ատելությունը և խտրականությունը պատկերող անհանգստացնող և ցայտուն օրինակ է: Համաձայն հաղորդման՝ ոստիկանությունը հետաքննություն է սկսել, ըստ որի օգոստոսի 3-ին հարցաքննել է զոհերին և ձերբակալել է մի քանի կասկածյալների և հաջորդ օրը ազատ է արձակել նրանց, սակայն, ըստ երևույթին որևէ մեկին մեղադրանք չի ներկայացվել:

«Մասնավորապես մտահոգիչ էր այն, որ Ազգային ժողովի պատգամավոր Գևորգ Պետրոսյանը (Ծառուկյան դաշինքից) իր ֆեյսբուքյան էջում կոչ է արել Հայաստանից հեռացնել ԼԳԲՏ անձանց»,- նշում է Երևանում մարդու իրավունքների հարցերով զբաղվող Սարգիս Պալխեանը: «Չնայած Մարդու իրավունքների պաշտպանի գրասենյակի հայտարարությունը ողջունելի ժեստ էր, սակայն դա մեղմ է ու բավարար չէ նշանակալից փոփոխություններ նախաձեռնելու համար»:

Հայաստանի օրենսդրությունը չի ապահովում Հայաստանում ԼԳԲՏ անձանց հավասար իրավունքներ (տես՝ Amnesty International- ի հաշվետվությունը): Հայաստանի օրենսդրությունը չի արգելում խտրականությունը ԼԳԲՏ անձանց նկատնամբ աշխատանքի, բնակարանային կամ սոցիալական նպաստների հարցերում, ինչպես նաև չի սահմանում որպես ատելության հիմքով իրագործված հանցագործություն (hate crime) ԼԳԲՏ անձանց նկատմամբ իրականացված հարձակումները:

Նամակում մանրամասն ներկայացված է Հայաստանի կառավարությանն ուղղված կոչը.

· սահմանել օրենսդրական բարեփոխումների ժամանակացույց և օրակարգ, որպեսզի ԼԳԲՏ անձանց տրամադրվի օրենքով սահմանված հավասար իրավունքներ.

· առաջարկել ծրագիր, որը կնպաստի ԼԳԲՏ անձանց նկատմամբ հասարակության մեջ հանդուրժողականությանն ու հարգանքի խթանմանը՝ հրապարակային հայտարարությունների և հանրային կրթական ծրագրերի ստեղծման միջոցով.

· հանդես գալ ԼԳԲՏ անձանց դեմ ուղղված բոլոր հարձակումները դատապարտող և մեղավորներին հետաքննելու, պատժելու և ԼԳԲՏ անձանց պաշտպանելու պարտավորությունները կատարելու հայտարարությամբ:

Այն կոչ է անում Հայաստանի քաղաքական կուսակցություններին, ինչպես նաև միջազգային հայկական կազմակերպություններին, ներառյալ բոլոր դավանանքների հայկական եկեղեցիներին, հստակ արտահայտել իրենց աջակցությունը նման բարեփոխումների օրակարգին և ծրագրին, և դատապարտել ԼԳԲՏ համայնքի դեմ հարձակումները: Հայաստանի ընտրողները, ինչպես նաև միջազգային հայկական կազմակերպությունների աջակիցները, իրավունք ունեն իմանալ, թե ինչ դիրքորոշում ունեն իրենց կուսակցություններն ու կազմակերպությունները այս հարցի շուրջ:

«Հայաստանի նոր կառավարությունը շատերին հույս է ներշնչել, որ երկրում կլինեն իրական բարեփոխումներ թափանցիկության, արդարության և հավասարության հարցերի շուրջ: ԼԳԲՏ հիմնախնդիրների բարեփոխումները պետք է լինեն այս նոր խոստումների մի մասը»,- նշում է Նենսի Կրիկորյանը: «Կրոնի», «մշակույթի» և «արժեքների» վրա հիմնված հնացած և կեղծ հիմնավորումներն այլևս չեն կարող քողարկել ատելությունը, բռնությունն ու անհանդուրժողականությունը Հայաստանի ԼԳԲՏ անձանց նկատմամբ»:

• հանդես գալ ԼԳԲՏ անձանց դեմ ուղղված բոլոր հարձակումները դատապարտող և մեղավորներին հետաքննելու, պատժելու և ԼԳԲՏ անձանց պաշտպանելու պարտավորությունները կատարելու հայտարարությամբ:

Armenia president Serj Sargsyan strongly condemns “horrendous manifestation of intolerance” and “any expression of hatred”. At least, this is how he formulated his reaction to Orlando in a letter of condolences to the US president Obama following attack on LGBT club Pulse.

President Serzh Sargsyan sent a letter of condolences to the President of the United States Barack Obama on a horrible terrorist act which took place at a club in Orlando, claiming several dozens of innocent lives and wounded. The President of Armenia strongly condemned this horrendous manifestation of intolerance and underscored that the misfortune, that has befallen the friendly American people, proves once again that any expression of hatred is still a serious challenge to the humanity and it is our shared responsibility and mission to address them.

4 years ago his party spokesman Eduard Sharmazanov (currently deputy speaker of the Armenian parliament) endorsed firebombers of gay friendly DIY bar in Armenia capital Yerevan.

“All those who are trying to protect homosexuals, who are perverting our society, are defaming the Armenian national identity. As an Armenian citizen and member of a national-conservative party, I find the rebellion of the two young Armenian people against the homosexuals, who have created a den of perversion in our country and have a goal of alienating the society from its moral values, completely right and justified. And those human rights defenders, who are trying to earn cheap dividends from this incident, I urge them first and foremost to protect the national and universal values”, said Eduard Sharmazanov.

He echoed his colleague, MP from ARF Dashnaktsutyun party Artsvik Minasyan (currently minister of economy) who justified the attack towards LGBT friendly bar, saying the firebombers acted in accordance with the "context of our societal & national ideology, in the right way”. It was then revealed that Armenian MPs from the ARF Dashnaktsutyun party Artsvik Minasyan and Hrayr Karapetyan bailed out one of the detained arsonists, while the other one was released on signature that he won’t leave the country.

DIY firebombers were effectively pardoned. They got conditional sentencing and a symbolic fine.

And now Armenia president condemns Orlando using pretty strong wording, albeit without the mention of “LGBT”. A change of heart or simply a hypocrisy directed at outside world? How genuine Armenia president was when condemning Orlando would be determined by whether his regime would indeed crack down on anti-LGBT hatred inside Armenia.

Following Orlando, a significant proportion of users (not just trolls) on Armenian social networks, particularly the Armenian segment of Facebook, either kept silence or could not resist their ‘happiness’ at killing of LGBT people.

They were effectively proclaiming the killer a hero. These are the same people who change their profile pictures demanding the world to recognise the Armenian Genocide. These are the same people who were outraged when an axe murderer of Armenian was pardoned by Azeri president and turned into a ‘national hero’.

One of the organisers of Orlando solidarity event in Yerevan, executive director of PINK Armenia Mamikon Hovsepyan, said “it was painful for him to witness Armenians’ reaction to the attack, which included advocacy of hatred and insults targeting the LGBT+ community.”

“People without the elementary capacity to think began to justify the criminal. I do not understand how a crime against humanity can be justified. Many in Armenia have been aggressive and have even expressed support for the terrorists, inviting them to Armenia, which is very sad and inhumane. Today we came here to express our solidarity with the families of the victims.” Hovsepyan said.

The activist added that he was left “dumbstruck” by Armenian President, head of ruling Republican Party Serzh Sargsyan sending his condolences to U.S. President Barack Obama in connection with the shooting; “It would have been great had [the condolences] been genuine and heartfelt. But I don’t believe it; because the same party that justified 4 years ago [the attack on a LGBT-friendly pub in Yerevan] today extended its condolences in connection with a similar act. I do find it ironic, and yet I’d like to believe that they’ve changed.” 

It was disheartening to read PINK Armenia calling fellow Armenians ‘to respect innocent victims & not defend terrorist acts’.

We call on our fellow Armenian friends and citizens to respect the innocent victims, and not to defend terrorism and terrorist acts.

Կոչ ենք անում մեր հայրենակիցներին հարգել անմեղ զոհերին, այլ ոչ թե պաշտպանել ահաբեկչությունն ու ահաբեկչական գործողությունները։

Even two main US-based Diaspora Armenian publications (Asbarez and The Armenian Weekly) kept silence on Orlando for 3 days, before posting a more general op-ed or a report from Yerevan. As my Facebook friends noted, it's because no straight Armenian was killed.

I have to say that mainstream media in Armenia, at least on this occasion, overall reported on the events respectfully, including regarding LGBT people (example).

As was mentioned on the Russian service of BBC, in relation to reactions in Russia, this event showed that not everyone in our society a homophobe ("У нас есть четкое понимание того, что общество уже не едино в гомофобии.”). This is applicable to Armenia too. Not necessarily the most optimistic conclusion but a basis for hope.

P.S. re Armenia fraudulent referendum for new constitution

Regime built on fraud, fear, lies and corruption fits perfectly with the fraud constitution

Yesterday I lost.

I was defeated because I was hoping for the possibility of changes in Armenia using democratic elections and voting. Of course, there was no much hope to start with. A decade of election fraud, corruption and lost opportunities did not leave much space for that hope. But there was this tiny-tiny ray of hope that a breakthrough was nevertheless possible. But no. It was not.

The main reason of imposed by regime changes in the constitution was for current president Serj Sargsyan and his circle to stay in power in a foreseeable future. This referendum served only one goal - regime survival.

Even with artificially inflated by regime participation numbers, such a low official turnout (just above 50%) for constitutional referendum proves just how much this new constitution issue was imposed on people rather than generated by population demand.

This tweet @Kolya_H summed-up the mood on the day of referendum pretty well:

We don't #vote today to make our future brighter, but not to make it inevitably worse. #NO #ArmRef15

It was great to see so many friends, including LGBT, being involved in monitoring of constitutional referendum as observers.

Local independent election observers and media reps did outstanding job exposing the fraud and fighting for each single vote of citizens to be count. They are my heroes of the day.

But what can intelligent non-corrupted observers do in the face of sheer brutality and attacks?! Culture of intimidation and violence ruled the referendum day, with many observers threatened, bullied, beaten, in the presence of police.

More and more people coming to the conclusion that it is impossible to get rid of current ruling regime in Armenia via elections. I am among those people.

I personally lost any faith in the election system in the presence of current regime.

I am now of opinion that as long as this ruling regime is in place, there is no longer a point in elections or voting. To hope that it will be possible to achieve clean votes for 2017 parliamentary elections is self-deceitful. The very reason why ruling regime imposed this constitution in the first place is to have at least 7 more years (and counting) of steady reign beyond their current formal end dates of 2017/18.

Of course, in 2017 more than 1 party will make it to the parliament. They need a cover of ‘multi-party democracy’. They will also ‘allow’ a proportion of votes for the Diaspora affiliated ARF Dashnaktsutyun political party that served them so well. [read also: Why ARF Dashnaktsutyun in Armenia suck big time] This will also aim to silence the voices of discontent in the Diaspora. Not that those voices were particularly loud, and in some cases instead serving as apologists for current regime, ‘justifying’ their support for referendum by support for parliamentary republic, conveniently 'blinding' themselves re referendum’s real implications.

We were defeated yesterday. I am saying “we" because it includes me, my friends, all those people who want a better future in free independent Armenia. We were gradually and continuously losing it over the last decade. But we don't have to keep losing. In the meantime, Armenia will continue its steady decline until something changes. Until people wake-up. Until public revolt. Youth revolt. Resistance.

I do not know yet which exact strategy will work the best, but I am sure smart creative Armenians, especially of younger generation, will find the right way. Sooner or later.

More than two-dozen prominent Armenians in the Diaspora have signed a statement supporting equality and justice for all in Armenia. Among the signatories are poet Diana Der Hovanessian,
filmmaker Atom Egoyan, actor and producer Arsinée Khanjian, musician Serj Tankian, and photographer Scout Tufankjian. This array of Armenian artists, intellectuals and professionals felt moved to release this statement in the light of anti-gay legislation that was recently proposed in Yerevan. “This anti-gay legislation is part of a disturbing pattern of intolerance for marginalized people and opposition voices in Armenia,” said publisher Veken Gueyikian. Writer Nancy Agabian said, “People of conscience must not stand by as our LGBT cousins are targeted and demonized.” The statement represents their collective commitment to human rights and to Armenia’s nascent civil society movements.

Սփյուռքի ավելի քան երկու տասնյակ նշանավոր հայեր միացել են Հայաստանում` բոլորի համար հավասարության և արդարության ապահովման մասին հայտարարությանը: Նրանց թվում են բանաստեղծ Դիանա Տեր-Հովանեսյանը, կինոռեժիսոր Ատոմ Էգոյանը, դերասան և պրոդյուսեր Արսինե Խանջյանը, երաժիշտ Սերժ Թանկյանը, և լուսանկարիչ Սկաուտ Թուֆանկջյանը: Հայ արտիստների, մտավորականների ու մասնագետների այս խումբը անհարժեշտ համարեցին հրապարակել այս հայտարարությունը` հաշվի առնելով նույնասեռականության դեմ օրինագիծը, որը վերջերս առաջարկվել էր Երեւանում: «Նույնասեռականության դեմ այս օրինագիծը Հայաստանում խոցելի մարդկանց և ընդդիմադիր ձայների նկատմամբ անհանդուրժողականության մտահոգիչ օրինակ է»,- ասել է հրատարակիչ Վիգեն Գվիկյանը: Գրող Նենսի Ագաբյանն ասել է. «Մտահոգ մարդիկ չպետք է անտարբեր մնան, երբ ԼԳԲՏ մեր բարեկամները թիրախավորվում և պիտակավորվում են»: Հայտարարությունը ներկայացնում է նրանց միահամուռ նվիրվածությունը մարդու իրավունքներին և Հայաստանի քաղաքացիական հասարակության ծնունդ առնող շարժումներին:

Text-book hypocrisy: Armenia hosts Council of Europe conference on combating racism, xenophobia and intolerance in Europe

On Monday Armenia hosts Council of Europe conference on "Combating racism, xenophobia and intolerance in Europe".

Just to remind that racism and ‘blood purity‘ are part of the ideology of ruling Republican party.

Earlier foreign minister Nalbandyan “told the Assembly that the Armenian Chairmanship is supporting the No Hate speech Movement” (source). What? Supporting "no hate speech movement"?! Needless to say that Armenia has no hate speech or hate crime legislation. It's all words. One face for the outside world, the very different one - for internal consumption.

In reality, high level Armenian officials condone anti-gay attacks, stir-up nationalism, intolerance, hate speech, xenophobia and racism.

This legal vacuum was clearly illustrated in May 2012 with the attack on gay-friendly bar DIY. This fuelled a rise in violence against the LGBT community, including by high profile politicians from the ruling Republican party, as well as church representatives and local media, which frequently relay messages of homophobic impunity (Yes to domestic violence and Yes to attacking gays).

The notion of diversity was once again attacked few days later, when neo-nazi elements attacked Diversity march to mark United Nation’s World Day of Cultural Diversity. They were encouraged by endorsement of homophobic hysteria and anti-gay violence on a very high state level that followed firebombing of DIY bar.

Other examples? Repeated attempts to hold Azeri film festival in Armenia sparked hatred and xenophobia, with direct physical attacks and abundance of hate speech.

More examples? More recent ones? In abundance.

Here is perhaps the most outrageously bizarre one. Deputy sports/youth minister of Armenia, neo-nazi Asryan claimed that opposition MP Zaruhi Postanjian should be burnt alive (!) for her CoE question. And... nothing. Still holds his position. No criminal proceeding. No challenge from the human rights ombudsman. No nothing. You would think that MPs from ruling party of the Council of Europe chairmanship country would retract the insults, reprimand their colleague at the very least? Nope. Pro-Government MPs Stand By Insults with more racist and xenophobic comments.

Of course, there was no challenge from the ombudsman because he himself was busy flirting with neo-nazi. Armenia human rights ombudsman targets trans sex workers and cites neo-nazi website as a basis for his statement.

More? There have been direct threats on Armenian Facebook to attack women rights and activists as part of 'gender equality' law hysteria. And the very latest demonstration of hatred by groups linked to certain elements within the ruling regime and Russia. A demonstration headed by high level priests against the law on gender equality and against human rights of LGBT people. This instantly reminded of ‘taburetka syndrom’ observed in Tbilisi earlier this year.

The above are only few examples. This list can go on and on.

Before hosting such forums, first and foremost Armenia authorities must ensure in-house their determination and actions - not words or signatures, but real life actions - to combat intolerance, hate speech, xenophobia and racism. Right now, Armenia is not necessarily an oasis of tolerance in the region. It could have been. But it's not.

What we are witnessing with hosting such conference is a text-book example of hypocrisy.

So when you read headlines about this conference hosted by Armenia authorities, repeat after me: hypocrisy.

To do: ‘Persona non grata’ on human rights grounds for certain Armenia officials, individuals and groups

Human rights abuses should never be considered an internal matter for any country.

I have already mentioned this in relation to recent events in Armenia when certain high level officials supported and encouraged anti-gay violence, and some of ultra-nationalist and neo-nazi groups and individuals attacked gay friendly venues and events.

Few of them are indicated in the Homophobia Hall of Shame. Examples: deputy speaker of parliament, spokesman of ruling Republican party Eduard Sharmazanov; now ex-MP, president of Armenia Football Federation Ruben Hayrapetyan (nicknamed ‘Nemets Rubo’); MP from ARF Dashnaktsutyun party Artsvik Minasyan; ultra-nationalist, neo-nazi groups Hayazn union, Armenian Aryan Union and so on.

There are more people, of course, re other human rights abuses too.

USA and European embassies should take this issue very seriously, and people who commit human rights abuses (whether alone or as members of groups or organisations) should be blacklisted and denied visa. [As far as I understood, the process is on]

At the very least this will create inconvenience and hurt their personal and business interests and reputation and send pretty strong message that anti-gay and other human rights abuses are certainly not OK.

Below is an example, as detailed by The Sunday Times, re some Russian officials:

[...] Details of the blacklist have been disclosed by the immigration minister, Damian Green, in a letter to a Tory MP. Green said a list of 60 officials, including prosecutors, judges, tax inspectors, police and prison chiefs, compiled by an American congressional committee, had been sent to the British embassy in Moscow. “[It] will be considered if an entry clearance application is received from any of the named individuals,”  

Green wrote. The minister said that the British government “was committed to applying the power contained in the immigration rules to refuse entry to those who have committed human rights abuses.”

As I posted earlier, the Armenian Gay and Lesbian Association of New York has sponsored historic petition co-signed by 20+ leading Armenian cultural figures who have unified their voices to support human rights in Armenia. This is the first time such a petition has been created in support of LGBT human rights in Armenia.

Chairman of Golden Apricot International Film Festival, one of my favourite film-makers, prominent Canadian Armenian director Atom Egoyan is among those who co-signed the petition.

It has since been supported by more than 300 (at the time of writing this post) Armenian and foreign citizens, including well known activists, cultural, art figures.

Comments are being posted under the petition by people who signed it.

Here is a very touching one by Christine Allen:

My great-grandfather, Shukrey Sanjiyan, was brutally attacked during a pogrom in Tarsus on November 15, 1895. He managed to survive and made his way to the U.S. via France in 1897. The rest of his family was slaughtered during the genocide. It is in his memory that I, his lesbian great-granddaughter, sign this petition. My wife and I have been together for over 26 years and our youngest daughter, Kalie Sanjiyan, carries his name. I work for equal rights for all people in America, and I support equal rights for all people in the homeland of my heart, Armenia.

Ombudsman: 'respect for gay rights and tolerance are in accordance with Armenia national interests'

Armenia Ombudsman interview with Regnum (RU), including re: gay rights, recent firebombing of alternative, gay friendly DIY bar, disruption of Diversity march and so called "propaganda of homosexuality". It is headlined as: "Gay parades are not propaganda of non-traditional sexual orientation". Ombudsman did a good job in explaining why it is important to respect human rights, including gay rights, in Armenia, and why tolerance is in accordance with Armenia's national interests. Good one. "Толерантное отношение к ближнему еще не означает, что твой ребенок может стать представителем религиозного или сексуального меньшинства", - заявил омбудсмен Армении Карен Андреасян. В интервью ИА REGNUM он поделился своими соображениями в сфере защиты прав человека в различных сферах. Не удалось обойти и недавно имевший место скандал по части сексуальных меньшинств. [...]

ИА REGNUM: Консервативные силы в Армении считают, что в некоторых сферах, например, защита прав сексуальных меньшинств, права человека иногда противоречат национальным интересам. Согласны ли вы с этим мнением?

Первое, что я хочу сказать, что мною уважаемое наше традиционное общество не стало ассоциировать права человека с гомосексуализмом. К сожалению, существует тенденция, когда начинаешь говорить о правах человека и европейских ценностях, сразу пытаются это связать с конкретными группами. Эта попытка дискредитировать понятие прав человека вообще. Поступающие так националистически настроенные группы на самом деле не понимают, что дискредитация сферы прав человека в борьбе против гомосексуализма приводит к тому, что завтра и их движение против какой-то группы будет ограничено, так как под правами человека понимается защита как прав националистов, так и участников гей-парадов. Таким образом, я считаю, что именно из национальных интересов исходит толерантность, цивилизованность и демонстрация миру того, что в нашем обществе насилие всегда осуждается.

ИА REGNUM: В связи с недавним скандалом вокруг клуба D.I.Y. в Ереване, которое посещают люди нетрадиционной сексуальной ориентации. Владелец клуба обратился также к вам. Каково ваше мнение по этому поводу?

Вопрос с нападением на клуб D.I.Y. довольно многослоен. Что касается насилия, то здесь второго мнения не может быть, мы однозначно осуждаем любое насилие. Было совершено преступление, которое необходимо покарать по всей строгости закона. Это - моя позиция относительно конкретно инцидента.

ИА REGNUM: Многие в Армении, в том числе националистически настроенные группы, выступают не против гемосексуалистов, а пропаганды гомосексуализма посредством гей-клубов или гей-парадов. Как вы думаете, насколько закономерна и правильна пропаганда гомосексуализма?

Во-первых, я не считаю, что все вышеизложенные моменты включают в себя элементы пропаганды. Если десять человек собираются в каком-то доме или помещении, это еще не пропаганда. Именно поэтому я бы выделил группы - будь то религиозное меньшинство или большинство, сексуальное меньшинство или большинство, которые должны иметь возможность свободно, в рамках закона претворить в жизнь свои предпочтения. Каждый в рамках своей морали может быть свободным, независимо от того, как другие к этому относятся. Что касается пропаганды, проведения шествий, распространения буклетов, то и к этому вопросу следует относиться выборочно, поскольку необходимо выяснить, на что нацелена эта пропаганда. Вопрос в том, какой месседж направляется обществу. Если показывают ребенку порнографические материалы, то я против этого. Это запрещает и законодательство. Если же речь идет о защите свобод, то я за, поскольку этого требуют как законодательство, так и международные обязательства Армении.

ИА REGNUM: На прошлой неделе в Ереване был проведен "Парад многообразия", который прошел довольно напряженно, так как порядка 100 человек протестовали против него и посчитали его попыткой пропаганды гомосексуализма. Как вы считаете, были ли в этом параде элементы пропаганды гомосексуализма?

По словам организаторов, акция не была гей-парадом. По моему мнению, в понятие "многообразие" входят и национальные, и религиозные, и сексуальные меньшинства. То есть все те, которые не похожи на других, на большинство. Сейчас отличающиеся от большинства люди говорят о том, что желают жить, работать в этой стране и быть защищенными. Думаю, наше толерантное общество не против того, чтобы указанные группы безопасно жили и работали в нашем государстве. Что касается данного парада, то здесь я вижу пропаганду по защите прав меньшинств, но не пропаганду гомосексуализма. Они могут и желают видеть много людей, которые разделяют их взгляды, однако я не считаю, что люди становятся гомосексуалистами, когда видят гуляющих по городу людей нетрадиционной сексуальной ориентации. Люди, которые не разделяют этих взглядов, могут свободно пропагандировать свою точку зрения. В конце концов, проблема не решается ликвидацией другого. Проблему можно решить путем представления своей позиции посредством мирных методов. Люди посещают Армянскую апостольскую церковь не для того, чтобы причинить вред религиозным меньшинствам, а по собственной воле и по своему желанию.

PINK & friends make history in Armenia by marking IDAHO and turning Yerevan sky rainbow

May is truly a historic month for Armenians. Starting this year, it will become even double-triple historic for LGBT Armenians, their friends... [...]

Today, on 17 May, for the first time ever, the International Day Against Homophobia and Transphobia (IDAHO) was celebrated in Armenia. PINK Armenia & friends organised a flashmob with balloons in the heart of Yerevan. "We let the colorful balloons fly in the sky as a symbolic move to combat hate, ignorance and intolerance, to combat homophobia and transphobia," say organisers.

PINK Armenia & friends made history today by turning Yerevan sky rainbow. For me, they are the modern day heroes in Armenia. Their spirit, passion, determination make me hopeful that after all there is bright future for Armenia. They are the PERSONS.AM (in capital letters). I hope their spirit won't be broken... EVER!!!

Congratulations to PINK Armenia and big thanks to all those who participated and supported a groundbreaking presentation and discussions of the results of legal analysis and qualitative research on discrimination towards LGBT people and state with their human rights in Armenia conducted within the framework of “We and Our Rights” project. It was history in the making in Armenian gay rights movement. Here is hoping for practical results to follow.

PINK’s new website is currently under the construction but you are able to download the short version of the reports in Armenian and English there.

Marking Police Day in Armenia the way only Unzipped can do

How Armenia police chief gets fooled by yellow journalism

It’s been one day, since I wrote this post (link above, picture - via A1+). Thousands of you have already read it. You know what. I wish the Armenian media was right. I wish I am wrong and there is in fact a ‘Gay Day’ celebration world-wide to coincide with the Police Day in Armenia. Imagine the fun.

You know what’s the main problem of Armenian police? Their image... They are not cool. So, to mark Police Day in Armenia, here are my two presents to you, lovely Armenian police-men and -women out there. First, there should be music. No need for guesses. Of course, it’s Lady Gaga the Coolest.



And here is a real treat. A few months ago, Armenian Comedy posted truly the breaking news that Police Pride Parade Blows Downtown Yerevan. I once X-posted this on Unzipped: Gay Armenia. Today it’s time for Unzipped.

I am sure Mr. Alik Sargsyan and Chorrord Ishkhanutyun would appreciate this. It’s like dream coming true. Enjoy your day, guys ;)

Police Pride Parade Blows Downtown Yerevan

'We are police and proud of it!'

Mashtots avenue in downtown Yerevan was covered with marching traffic police officers late Friday celebrating their liberties and chanting slogans “give police a chance,” “pull over, now” among others.

Armenian police have been under severe social denial for the past few decades, but as more liberal moods begin to awake in newly independent Armenia, more police officers disband the veil of shyness and publicly exhibit their identity to the nation.

“I’m proud to be who I am and I don’t care what people think. Public opinion does not decide my personal choices,” says one of the marchers, captain Abgar Popikyan walking in vanguard of the parade. “At first I was humbled to reveal my identity to family and friends, but it’s just not right to deny it. Yes, world, I’m a policeman and you have to accept me the way I am!,” claims Popikyan.

Hundreds of traffic and patrol officers wearing shiny police uniform were approaching puzzled drivers and giving out roses and candies. Traffic was paralyzed on Mashtots and Tumanyan intersection for a few hours as officers, singing “We shall overcome” approached their ultimate destination near Northern Avenue where they united around a podium to declare police emancipation.

Chief of Traffic Police Pipinyan made the long-expected announcement at the culmination of the event: “My dear colleagues, my heart shivers as I see you gathered here… several generations of our officers have cherished the dream of this day, when we can proudly raise our head in Yerevan and say I am an Armenian traffic police officer and I am proud of what I am!” Pipinyan remained unashamed of dripping tears and continued: “I believe our kind has suffered the most from unhealthy criticism of cruel society.. I mean.. This is a day of big joy when we can say.. we are free! Fee at last.. free at last.”

Conservatives denounce police pride parade as non-Armenian

The parade was gloomed the next day as some conservative forces stepped in to denounce the emotional movement. One of chief Dashnaks Giro Manoyan slammed the parade in a press conference: “It is not natural for a man to be a police officer. Especially for Armenian men. I am surprised that the mayor’s office sanctioned the march.”

It later was clarified by the mayor that police actually are entitled to freedom of expression under current legislation. Mayor Sevoyan told our reporter Sergey Sargsyan in a private interview: “It’s not my decision and the resentful conservatives should not blame me. We are now a part of the European council and the Europeans insist that we should allow for police officers to express their identity among others.”

Incidentally, head of the Gay and Lesbian Association of Armenia (GLAA) Ashot Pavlikyan called the parade “disgusting” and “shameful” for a country like Armenia. “We are a proud nation and as much as we like European values, we should not go beyond limits… I mean, Police Pride Parade.. this is just disgraceful and unnatural. Why don’t they just indulge in being police at home away from innocent eyes. There are kids watching them in the streets, for Chrissake…” said indignant activist.

Armenia: ‘A+’ for signatures, ‘Fail’ for practice

Below is a timeline of truly historic and groundbreaking international agreements which Armenia became part of over the course of past two years.

- 31 March 2010 Committee of Ministers of the Council of Europe, representing the national governments of its all 47 Member States, including Armenia, adopted historic Recommendations on measures to combat discrimination on grounds of sexual orientation or gender identity.

- 30 September 2009 Armenia aligns with the EU human rights / gay rights statement.

- 15 May 2009 Armenia joins EU statement condemning homophobia.

- 19 December 2008 Armenia signed a groundbreaking UN statement against discrimination based on sexual orientation and gender identity.

Armenian authorities signed the UN statement, they aligned with the EU statements, they agreed with the adoption of the Council of Europe recommendations. Yes, this sounds great. Any government could be proud of such a record. I sincerely want to commend them for that.

However, great as this may sound, it’s all on paper. The reality is far from idillic. Here is merely part of that sad and shameful reality: the latest report by EurasiaNet

ARMENIA: GAYS LIVE WITH THREATS OF VIOLENCE, ABUSE

A sad and shameful reality for a country that seeks one day to become part of the EU. A damning one for Armenia's international reputation.

If you do not act upon your signatures, if you do not act upon the recommendations and human rights obligations you yourself are making, then your signatures do not worth a penny.

Until such a mentality has changed, our dream of a better future within the European family of nations, where I believe Armenia belongs, will remain a dream.

Armenia: Homophobia Hall of Shame

Whenever appropriate or available, link will be placed next to the name with the example(s) of hatred.

No, putting individuals or organisations to the Hall of Shame does not bring me pleasure. I wish the Hall is empty or does not exit at all. It won’t be your usual blacklist. That’s not the main purpose. The purpose is to show that hate is wrong. Hate is not cool. Hate should NOT be profitable. And there are always ways out. You just have to want to get out and make efforts to change yourself for better, to free yourself of hate.

My respects to Aravot daily and doctors.am Everyone in Armenia and Diaspora should read this

There were times in recent past that popular Armenian Aravot daily was known for its homophobic publications. When it was the case, I made it very clear on a number of my posts of what I think of it, with the hope that change will come. I have to say, that over the last few months, Aravot daily changed significantly, and for better, much better, posting number of neutral to positive reflections on sexuality, sexual orientation, gay people. Yesterday’s publication by Aravot on sexual orientation, with the use of correct terminology and calls to respect diversity, based on doctors.am publication, gives me hope that change did come, indeed. Let's hope, this trend will be sustainable. When praise is due, praise is due. I hope that Armenian media will follow suit.

Everyone, absolutely everyone in Armenia and Diaspora should read this. My thumbs up to doctors.am website for its highly professional and invaluable educational role.

Սեռական կողմնորոշվածությունը բնորոշվում է մշտական հուզական, զգայական, զգացմունքային և սեքսուալ հակումներով որոշակի սեռի անձանց հանդեպ: Գոյություն ունեն սեռական կողմնորոշվածության երեք տեսակներ՝ տարասեռական, նույնասեռական և երկսեռական:

Տարասեռականը բնորոշվում է անձի սեքսուալ հակումով դեպի հակառակ սեռի ներկայացուցիչը: Տարասեռական կողմնորոշվածություն ունեցողները բավականություն են ստանում միայն հակառակ սեռի ներկայացուցիչների հետ կենակցելուց:

Նույնասեռականը բնորոշվում է անձի սեքսուալ հակումով դեպի նույն սեռի ներկայացուցիչները: Նույնասեռական կողմնորոշվածություն ունեցողները բավականություն են ստանում իրենց իսկ սեռին պատկանող ներկայացուցիչների հետ կենակցելուց:

Երկսեռականը բնորոշվում է անձի սեքսուալ հակումով դեպի և՛ իր սեռի, և՛ հակառակ սեռի ներկայացուցիչը: Երկսեռական կողմնորոշվածություն ունեցողները բավականություն են ստանում և՛ տղամարդու, և՛ կնոջ հետ կենակցելուց:

Մարդու սեռականության ամբողջական պատկերը ստանալու հարցում կարևոր դեր են խաղում անձի հոգեբանական և սոցիալական սեռերի բնութագրումը: Անհրաժեշտ է սեռական կողմնորոշվածությունը տարանջատել սեռական վարքագծից: Ինչպես սեռական կողմնորոշվածությունը, այնպես էլ սեռական վարքագիծը կարող է լինել տարասեռական, նույնասեռական և երկսեռական: Հարկ է ընդգծել, որ եթե անձը ցուցաբերում է այնպիսի սեռական վարքագիծ, որը միանգամայն տարբերվում է իր սեռական կողմնորոշվածությունից, ապա տվյալ անձի մոտ բացակայում են սեռական կողմնորոշվածությանը բնորոշ հակումները: Օրինակ, բոլոր տարասեռական կողմնորոշվածություն ունեցող անձինք, հայտնվելով այնպիսի միջավայրում, ուր բացակայում են հակառակ սեռի ներկայացուցիչներ (կալանավայրեր, բանակ), կամ զուտ կենսափորձի նպատակով, երբեմն էլ՝ ալկոհոլի, թմրամիջոցների կամ այլ ազդակների ազդեցության տակ, նրանք կարող են ունենալ պատահական սեռական հարաբերություններ նույն սեռի ներկայացուցչի հետ: Այլ ազդակների բացակայության դեպքում տարասեռականները կամ չեն կիրառում նույնասեռական վարքագիծ, կամ էլ կիրառում են՝ որոշակի շահադիտական նկատառումներից ելնելով (օրինակ՝ մարմնավաճառները փող վաստակելու նպատակով): Այս դեպքում արդեն տարասեռականը հանդես է բերում նույնասեռական վարքագիծ:

Այսօր դեռևս գոյություն չունեն հստակ պարզաբանումներ մարդու սեռական կողմնորոշվածության ծագումնաբանության և պատճառաբանության վերաբերյալ՝ լինի այն տարասեռական, նույնասեռական, թե՝ երկսեռական: Գոյություն ունեցող բոլոր վարկածներն էլ թերի են և պահանջում են հետագա ուսումնասիրություն՝ դրանք ապացուցելու կամ հերքելու նպատակով:

Ինչպիսին էլ որ լինի մարդու սեռական կողմնորոշվածությունը, այն պահանջում է հարգալից, հանդուրժողական վերաբերմունք, ինչպես նաև սեռական բազմազանությունը որպես այդպիսին ընդունելու խրախուսում, իսկ որոշ դեպքերում՝ մասնագիտական խնամք և աջակցություն:
