Armenia: violence against women (posters, part 1)

For part 2 - see Unzipped: Gay Armenia

Look at these posters. Difficult, I know. Chilling, I know. ...But do not turn away. Let’s face up these real life stories of violence against women still happening in our society.

These posters will be translated into Armenian, and used throughout the country as part of the campaign by Women’s Resource Centre to stop violence against women.
On November 25th, the International Day for the Elimination of Violence against Women, the Women’s Resource Center in Yerevan will mobilize community members and other NGOs to protest gender violence. The events planned for November 25th will mark the beginning of 16 days of activism to end violence against women and girls, which will include an exhibition and film screening at Kino Moscow in December. This will be the fourth year that the Women’s Resource Center has joined countries around the world in organizing events on November 25th to raise awareness about the issue of gender violence.

My respects to Aravot daily and doctors.am Everyone in Armenia and Diaspora should read this

There were times in recent past that popular Armenian Aravot daily was known for its homophobic publications. When it was the case, I made it very clear on a number of my posts of what I think of it, with the hope that change will come. I have to say, that over the last few months, Aravot daily changed significantly, and for better, much better, posting number of neutral to positive reflections on sexuality, sexual orientation, gay people. Yesterday’s publication by Aravot on sexual orientation, with the use of correct terminology and calls to respect diversity, based on doctors.am publication, gives me hope that change did come, indeed. Let's hope, this trend will be sustainable. When praise is due, praise is due. I hope that Armenian media will follow suit.

Everyone, absolutely everyone in Armenia and Diaspora should read this. My thumbs up to doctors.am website for its highly professional and invaluable educational role.

Talking about child sexual abuse in Armenia: NGOs cooperating for better solutions

On September 25, 2009, the Sexual Assault Crisis Center of the Women's Resource Center invited different NGOs, Government representatives and concerned citizens to a round table discussion on the reality of child sexual abuse in Armenia.

The goal was to assess the situation after the scandal in one of the special schools in Yerevan, Nubarashen #11 where a group of volunteers reported incidences of neglect, violence and sexual abuse towards the children with mental disabilities. Following these scandal Mariam Sukhudyan, one of the activists interviewing the children was accused of defamation, risking up to 5 years of imprisonment while no legal procedures were taken against the institution's administration and staff.

The discussion was based on 2 important elements; 1- to assess the situation in Armenia, based on different organizations' work on children with special needs and from low socio-economic families; 2- to find the best methods to raise awareness and advocate for this issue in society and with governmental bodies.

Many NGOs responded to the invitation, bringing their own concerns regarding this issue. Among them were World Vision, Fund for Armenian Relief, Armenian Relief Society, Society without Violence, Pink Armenia and Democracy Today.

Representatives from World Vision Armenia stated that this is a problem that they have encountered since the start of their work in the country and pointed out that most of the time violence against children starts in the family and sexual abuse is one form that occurs on an alarming scale. They also stated that mothers are often aware of what is happening but find it better to hide it and the family to deny it, to not endanger their reputation or the reputation of the child, since the child will fall victim of an intolerant society and will be repeatedly hurt.

The representative from FAR (fund for Armenian Relief) working over a decade with children from broken families, was familiar with the issue of sexual abuse. She urged all the participants and workers in this field to act carefully because in her opinion, to change the system in a developing country is an extremely long and challenging process. She insisted that assistance should be provided to individuals first, and on the long run reform the system to dismantle group institutions and help more families to take care of their children, since most of these children placed come from poor families lacking the basic needs to provide for them and trusting the institution to do so.

It was also stated that for one child in every special public institution, the state allocates 5000 US dollars annually, while families receive 200-300 US. This may explain the resistance of these institutions' leadership, safeguarding their positions. All NGOs agreed that a reformative approach and shifting work towards families would be a better solution. By keeping those children as much as possible in their familiar settings and local schools and not to cut them from their community would be more efficient and insure sustainability.

Mariam Sukhudyan's case was raised during the discussions by her friends and former volunteers at the Nubarashen special school. Most of the participants agreed that Mariam brought up an important question that people were trying to deny or not openly discuss, claiming the accusations against her were unjust. All present NGOs declared that it was crucial to support her case and make sure that she does not fall victim of the system.

The discussion concluded upon the agreement of the following steps:

1- Continue raising their voices on the alarming situation in Armenia, regarding child abuse by inviting the community for more discussions (public debates, TV panel discussions with experts, etc)
2- Join the efforts of the coalition of NGOs working on children's rights in Armenia and write letters to officials urging them to address the issue with the cooperation of NGOs
3- Implement a research and national survey to better understand the needs of those children and how to reform the system for better prevention of child neglect and abuse in these institutions.

The group will meet again to discuss further and in details specific actions.

Terrorist-like threat to Armenian government: silence the writer

Group of Armenian ultra-nationalists, a copycat of Russia’s and others’ neo-nazi, united under the so called Hayrenik (‘Motherland’) movement, published a post on their website threatening the life of Armenian author writing under the name Dori An. Dori An is the author of award winning gay-themed short story in Yerevan. In one of his posts, he also touches the recently headlining issue of gay Charents (prominent Armenian poet). This outrages ultra-nationalists which call it a “war against Armenian nation, therefore against us”. Of course, according to them, all is planned from the “outside” to “demoralise” our society. [This is in line with the recent surge of homophobic and hate attacks in Armenia, including some local media and comments in Armenian sector of Facebook.]

They provide Armenian government with the ultimatum type message: either you silence Dori An, using “legal means”, or we will do it by our means and methods. ‘Message’ is accompanied by Al-Qaeda terrorist-like picture, or its poor copycat.

[...]

Failing to produce any ‘results’ by ‘fighting external enemies’, and failing on all fronts, these ultra-nationalists try to create ‘internal enemies’ to justify their very own existence.

This is a direct threat to person’s life and the right for free speech, the very basic human rights protected under Armenian constitution. After all, this is effectively a terrorist-like ultimatum to Armenian government, and law enforcement agencies in Armenia should take up the case for further proceedings.

Hate: Armenian tabloid Iravunk advocates killing of gays

When someone is homophobe, it’s bad enough. But when that homophobe advocates killing, he is crossing the line.

I have to confess, I do not read Iravunk tabloid. If it’s not for my friends, I would have been unaware of this whole bunch of ‘articles’ over the last week or so devoted to gays there.

Internet is becoming more and more popular among Armenians, especially younger generation, and Iravunk cannot stand losing the Internet ‘battle’ to others, including gay Armenians, who dare to open up their websites and freely discuss the issues and their life. But they are not alone. Iravunk’s heart is bleeding that there are others out there who support gay rights and equality, or anything related to gays. Even the most widely accessible media in Armenia - television, occasionally shows gay-themed films. Horror. One of Iravunk’s so called journalists is shocked by a gay themed film shown on TV recently, calling it a “propaganda of homosexuality”. He then finishes his piece telling a ‘real story’ from Holland.
[Translation of the main part: Years ago, a mayoral candidate of a city in Holland has openly said via TV that he is “blue” [gay] and will be defending their [gay] rights. When he walked out of the studio, he got shot dead. The killer said that he did not like the prospect of having a gay mayor, who publicize his disgusting orientation.]

Iravunk’s journalist then notes that “we do not want you to take this story as a call for killing. We simply wanted to present this story”. Obviously, what they effectively did is to advocate killing of gays.

Of course, Armenian Ombudsman will repeat that there is no problem of homophobia in Armenia as no one filed a complaint about it to his office. He may not even see or ‘be aware’ of the growing number of recent attacks towards gays in Yerevan. How convenient.

In another piece, editor Galadjyan is outraged, digusted and simply cannot understand why journalist and writer Vahan Ishkhanyan has so inclined to “defend rights of sects and faggots”: “he is perhaps the only one who openly defends the rights of such a human garbage as ‘blues’ [gays] in Armenia”. But what is killing Mr Galadjyan is that Vahan established Ankakh weekly which quickly became a popular newspaper both online and in print. And the last drop to Iravunk’s nerves was a literary prize awarded to a gay-themed short story for the first time in Armenia by the same Ankakh weekly. The author of the novel is our very own Armenian Dori An (I will write a separate post on Dori An and his award-winning short story). Iravunk’s editor is apparently so threatened by a mere existence of a free-minded writer and his growing online presence and influence that he attempted at (unsuccessfully) cracking down the identity of a person writing under the Dori An nickname. Sad. Little, sad people. He accuses Dori An not only in “disgusting” activities and the use of ‘inappropriate language’, but “anti-national” too (familiar language, eh?). There is “enough evidence” for criminal persecution of Dori An, claims tabloid’s chief. Huh? Yes, there is definitely enough evidence for opening the case against Galadjyan and his tabloid for inciting murder and hatred.

As a rule, one hate goes hand in hand with another hate. If you look at Iravunk’s articles, they are not just homophobic, but racist, full of hate to everyone who is different. If you are not gay, you would have still be hated by Galadjyan-like people. For ‘different’ ethnicity, colour of your eyes (skin), music you listen to, films you watch, T-shirt you wear. Anything, really, which is outside of their sad, little and narrow-minded world.

In yet another piece, Galadjyan calls Armenian MP from parliamentary opposition Heritage party Zaruhi Postanjyan a “traitor” (for this). He cannot stand ‘European aspirations’ of growing number of Armenians, which he associates with gay rights and equality. Scary. According to the ‘rules’ of the ‘family’, Galadjyan writes referring to Europe, “homosexuals are also people” (!), then calling gays a “human garbage”.
...and here is something from Dori An in response:

http://www.dorian.ucoz.ru/blog/2009-08-17-96

Apart from anything else, there is also big envy at play from Iravunk editor Galadjyan’s side. He knows very well that Dori An, Vahan Ishkhanyan or gay Armenian bloggers have more readers (with growing online presence) than his own 20 years old business enterprise which has left with the one main aim for now - to spread hate.

You and your tabloid suck, Mr. Galadjyan. Big time.

Armenia: Uncovering evidence of sexual abuse in Nubarashen boarding school N11 for special needs children leads to activist being charged with libel

Truly, there are no limits of absurdity in the way Armenian legal system and police work. Examples? Plenty... For example: You get attacked, then YOU are detained as an ‘attacker’. Now the most recent one: You uncovered the evidence of sexual abuse and other irregularities at one of Armenia’s boarding schools, then from being a witness YOU are becoming a defendant charged with libel. That’s exactly what happened with Mariam Sukhudyan, environmental activist better known for Save Teghut Forest campaign.
EcoLur: Mariam Sukhudyan, the youth green movement activist of S.O.S Tegout, was summoned on 15 August to Erebouni Criminal Investigation Department to give an interview concerning the charge of libel in accordance with Part 1, Article 135 of the Criminal Code of RA.

On 13 November 2008, the Public TV Channel prepared a program where one of the pupils at Nubarashen Boarding School № 11 told about sexual harassment by the teacher. The TV program used video fragments submitted activists of S.O.S Teghout who are also engaged with the protection of the rights of vulnerable social layers. Based on this TV program, Erebouni Criminal Investigation Department conducted an investigation, and as a result, the criminal case №12105809 was initiated on 11 February 2009. However, the charge was not sexual harassment, but libel in accordance with Part 1, Article 135 of the Criminal Code of RA. Mariam Sukhudyan and other volunteers of the green movement were summoned as witnesses to this case in May 2009.

However, Mariam Suhkudyan received a summons on 13 August 2009, that says she is to appear to Erebouni Criminal Investigation Department as an accused.

“EcoLur” calls on to the public at large, including state bodies to pay appropriate attention to this case and reminds that the democratization process declared by the President of our country supposes the participation of the public in the country governance, and S.O.S. signals are one of its manifestation forms.
Mariam was among group of young people who volunteered at the Nubarashen boarding school N11 during April - June 2008 within the UN "10 Best Schools" project.

Below is a video aired by Public TV of Armenia on 13 November 2008 reflecting the allegations of sexual abuse in that school.

On 15 November 2008 a petition was posted on Big Family blog signed by those young people, uncovering various irregularities and allegations of abuse they witnessed while working as volunteers at the school.

An Unhealthy Atmosphere at the Nubarashen Boarding School

Petition

We, the group of young people, have worked on voluntarily basis in Nubarashen Boarding School #11 for children with special needs from April - to June, 2008 within the UN "10 Best Schools" project. We want to bring your attention to a number of problems encountered at the school-- problems to which we cannot stay indifferent. We were able to identify and analyze these problems as a result of the frequent visits and our close relationship with the children.

Education

Although the school is meant to host children with special needs, in our opinion, there are also perfectly healthy schoolchildren at the school. We do not find this situation acceptable, as the children with special needs receive a special education program, and as a result the healthy children do not receive a full education. The overall level of education in the school is very low. Many of the graduating schoolchildren do not know how to write, they can hardly read: they are illiterate. We believe this to be not so much a consequence of learning disabilities, but the lack of a caring, decent and attentive teaching process. After a few lessons with the same children, we could easily see the progress through their studies.

School Meals

We heard numerous complaints from children regarding the food. We were witness to how they preferred getting by with a piece of bread instead of eating, in their own words, the "disgusting" meals the school provides. It would appear that the meals that the children to not consume is fed to the director's pigs, turkeys and dogs inhabiting the school area. Overall, children are not happy with food and they often stay hungry.

The Hygienic Conditions

The air inside the school building is heavy and stinky. During the summer, children take shower twice a week, at best, once a week.

The Treatment of Children

According to the stories of the children, they are object to beatings and other forms of physical punishment. We personally witnessed needlessly harsh treatment of the children from teachers and night guards. The school director and other administrative workers use children as a free labour force in their homes and summer houses. Apparently, many of the workers in the school are relatives of the director.

Sexual Assaults

We have heard about sexual assault from Armenian language and literature teacher towards high school girls. According to the stories from the girls, there was at least one case of rape. The children assure they have told about this to school administration, but they were not take seriously on account of their mental disabilities.

It is worth mentioning that we have discussed these problems with the school director and personnel. After the talk, our visits to the school became highly undesirable. Meanwhile, the children have been put under pressure to the extent that they even tried to change the stories, although later they confessed they have been told to lie.

Taking into account the above mentioned accounts, we kindly ask you to further explore and to solve the problems as well as to assure our easy access to the school because children have grown attached to us and they feel stressed and anxious when we do not visit them.

Head of Armenia mobile operator VivaCell Ralph Yirikian moves to support HIV education/awareness programmes, calls for tolerance

“Because we care!”

Whenever I go back home Yerevan, I always hear stories about Ralph Yirikian, General Manager of mobile operator company VivaCell, one of the most prominent businessman (and philanthropist) in Armenia. Astonishingly, all stories I hear about him are positive. One would expect to hear lots of ‘dirt’ about the businessman of such a caliber in Armenia. One would be wrong. Yirikian, perhaps, one of those exceptional business personalities in Armenia who managed not only to succeed in his business but earn respect of the population. Well deserved, I must add, as proved by his very latest actions and statements too.

Not only Yirikian moves to support HIV/AIDS related education and awareness programmes but also he calls for tolerance towards HIV-positive people which is essential for any such initiative to have a chance for success. This is important for developing a more tolerant towards vulnerable groups and minorities environment in Armenia too.

As they say, “VivaCell is more than operator”. I have to agree with this statement. They proved it in past, they proved it with this step again.

If only Armenia have more businessmen like Yirikian, we would have healthier (not only in medical terms) and more open society. I hope Yirikian’s attention to vulnerable groups and minorities will not stop here, evolving more groups, including LGBT Armenians. My respects for now, Ralph.

Round-table on intolerance and homophobia in Armenia

For the first time, round-table on intolerance, xenophobia and homophobia in Armenia was organised by The National Citizens’ Initiative (NCI) affiliated with the parliamentary opposition Heritage party. I welcome the initiative. Hopefully, this discussion will continue, eventually evolving a broader spectrum of the society, media and political representatives. As coordinator of the NCI Hovsep Khurshudyan rightly pointed out, Armenia, facing so many challenges, simply cannot afford xenophobia, homophobia and intolerance towards others' political or religious views.

Armenia and Georgia join EU statement condemning homophobia

Declaration by the Presidency on behalf of the European Union
on the International Day against Homophobia on 17 May

Brussels, 15 May 2009

In the context of the International Day Against Homophobia, the Presidency of the Council on behalf of the European Union reaffirms the principle of non-discrimination which requires that human rights apply equally to every human being regardless of sexual orientation and gender identity.

The European Union rejects and condemns any manifestation of homophobia as this phenomenon is a blatant violation of human dignity. It considers that discrimination on the grounds of sexual orientation and gender identity is incompatible with the basic principles on which the EU is founded, and it is and will remain committed to the prevention and eradication of discrimination based on the six grounds mentioned in Article 13 of the EC Treaty, which include sexual orientation.

We are deeply concerned by violations of human rights and fundamental freedoms based on sexual orientation or gender identity wherever they occur, in particular the use of death penalty on this ground, the practice of torture or other cruel, inhuman and degrading treatment or punishment, arbitrary arrest or detention, denying the right to peaceful assembly and deprivation of economic, social and cultural rights, including the right to health.

We urge the States to take all necessary measures to ensure that sexual orientation and gender identity may under no circumstances be the basis for criminal penalties and that such human rights violations are investigated and perpetrators held accountable and brought to justice.

The European Union welcomes the ever increasing support to these principles in the world and recalls in this context that 67 States from different regions condemned violations based on sexual orientation and gender identity in the General Assembly Statement on Human Rights, Sexual Orientation and Gender Identity of 18 December 2008.

The Candidate Countries Turkey, Croatia and the former Yugoslav Republic of Macedonia, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Montenegro, Serbia, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, Armenia and Georgia align themselves with this declaration.

US formally endorses UN gay rights statement

WASHINGTON (AP) — The Obama administration is formally endorsing a U.N. declaration calling for the worldwide decriminalization of homosexuality, a measure former President George W. Bush had refused to sign.

[Unzipped: endorsed by Armenia too]

The move was the administration's latest step in reversing Bush-era decisions that have been heavily criticized by human rights and other groups. The United States was the only western nation not to sign onto the declaration when it came up at the U.N. General Assembly in December.

The Associated Press reported on Tuesday that the administration would endorse the declaration.

AFP: Washington will join 66 countries, including all the members of European Union, in backing the measure put forth by France in December, State Department spokesman Robert Wood said.

"The United States supports the UN's statements on human rights, sexual orientation, and gender identity, Wood told reporters.

"The United States is an outspoken defender of human rights and critic of human rights abuses around the world," Wood told reporters.

"As such, we join with other supporters of this statement, and we will continue to remind countries of the importance of respecting the human rights of all people in all appropriate international fora," he added.
